How an HSN code is built

HSN is the international Harmonized System, extended by India. Each pair of digits narrows the description, so the first two digits already tell you the broad family of goods.

Services use SAC, which always starts with 99. Heading 9983 covers professional and technical services, and 998313 is IT consulting within it.

The same digit count applies to the HSN summary in Table 12 of GSTR-1, which is now split between B2B and B2C supplies. E-invoices are checked against the HSN master, and a code with too few digits is rejected.

Why the code decides the rate

GST rates are notified by HSN, so two similar products can carry different rates because they sit under different headings. After the September 2025 rate changes, many goods moved slabs without any change to their code. Find the code here, then confirm the current rate for the full 8-digit tariff item in the CBIC rate notifications before invoicing.

Choosing between two plausible codes

  • Start from the wording of the heading and the section and chapter notes, which have legal force. Where two headings fit, the more specific one wins; for mixtures and sets, the part that gives the product its essential character decides.
  • Use the code your supplier uses as a starting point, not as proof. Suppliers get it wrong too.
  • If the rate difference is material, an advance ruling from your state's authority settles the question for your business.
