What applies at each headcount
Most Labour Code obligations switch on at a headcount. The checklist builds your list from these thresholds, then adds items for women employees, contract labour, fixed-term staff, gig workers and migrant workers.

Count the right people
Many thresholds are met if you employed that many people on any day in the previous 12 months, not on average. A retailer with 16 permanent staff who hires 6 temporary hands for the festive season has reached 22, and PF, bonus and the Grievance Redressal Committee apply.
Where state rules come in
The Codes are central law, but each state frames its own rules for forms, registers, returns and some thresholds, such as daily working hours and shop timings. The checklist covers the central requirements. Before you act on an item, check your state's status in the state rules tracker.
Where to start
- Issue appointment letters to everyone who lacks one. Every other record builds on them.
- Recheck salary structures against the 50% wage rule, since PF, gratuity and bonus all use the resulting wage figure.
- Register under the OSH Code, EPFO and ESIC as your headcount requires.
- Set up the committees, then move registers to electronic form.
